Block Grants

The Federal Government has funds earmarked to assist local governmental agencies to meet various social needs of their communities.  Block grants are a large block of funds that are provided to the local agencies to be used and in-turn granted in small increments to the individual community for a specific reason.  Local agencies must identify areas of concern to their specific community and establish a process to which funds are distributed achieving the goals of the agency and providing necessary funding to the grantee who can achieve the agency’s goals. A written procedure must be in place identifying goals to be achieved by granting the funds, rules governing the granting body, and set parameters that must be met for the awarding of the grant.

When looking at the program you are trying to administer, think of the different agencies that may also be a stake holder in your success.  Federal Block Grant money is available from a variety of government and local agencies.  Many of these agencies have your same goal in mind.  Examples of agencies that receive funding for distribution:  Child Social Services, Senior Services Agencies, Local Government, Water/Wastewater Agencies, Housing Agencies, Medical Agencies, Research Agencies, State Government, and many more.

An advantage of block grants is that they allow local agencies to experiment with different ways of spending money to achieve their different and similar goals.  The agency will set up goals to be achieved by granting these funds and will accept applications from groups or individuals who can achieve these goals.  Examples of goals may include:

Community Beautification Grants
   
 In other words if one of the goals of the agency may be to beautify the City.  Funds can be granted to non-profit         organizations who are willing to take on beautification activities.  Such organizations would present a proposal on achievement of this goal, such as little tree planting and/or trimming, mulching or some other beautifying activity to be performed by the group.

Community Events Endowment Fund Grants

 These funds are provided to organization and individuals who for artistic, recreational, sporting, educational and promotion of the community.

Sports Facility Endowment Fund Grants

 To provide grants to sports and recreation organizations for capital improvements to sports facilities.

 Funded from solid waste program reserves to provide financial support for solid waste, beautification, and clean-up activities performed by community organizations.

American Disabilities Act compliance Grants

 These funds would be granted to businesses who need to upgrade or retrofit their business for disabled accesses in compliance with the American Disabilities Act.

Home Ownership Grants for low income individuals

This grant would be to individuals within qualifying incomes and who meet other qualifications a grant equal to the down payment for the purchase of a home.
